MN Legislative Committee
The MN Legislative Committee uses legislative advocacy and policy work to advance the profession of midwifery and promote the wellbeing of women, birthing people, and families.
On Monday, March 17, 2025 we joined up with Minnesota American College of Obstetricians and Gynecologists (ACOG) and advocated for maternal and perinatal health at the Capitol during our ACOG/ACNM Lobby Day 2025!
We met with legislators and lobbyists. Many of us met with our own legislators and were able to share our vision and values on why the MN Certified Midwife Practice Act (HF1010/SF832), is needed now. The Certified Midwife Practice Act would create a pathway and licensure for Certified Midwives in Minnesota (who currently can’t get licensed in MN but can in other states) and is an essential piece of the puzzle to ensure access to the right care, at the right time, in the right place for all birthing people in our state.

Focus
This committee has been focused on passing MN legislation to establish licensure for Certified Midwives in MN since 2019. MN ACNM has had the support and partnership of the MN APRN Coalition since the first steps in this process, and the Coalition remains a partner in these efforts.
MN ACOG partnered in efforts to pass the bill, and in the 2024 legislation session, MN ACOG named passage of the CM bill their top legislative priority. In the 2024 legislative session, the proposed bill had its most successful session, gaining support of the MN Senate.
Under the leadership of the bill’s author Senator Liz Boldon and Health Committee Chair, the bill passed through the Senate committees and was included in the Senator Wiklund’s Health Omnibus Bill. Despite the strong efforts of the House author Representative Esther Agbaje, the CM bill did not advance in the House.
The bill has received media support including social media support by Senate Majority Leader Senator Erin Murphy, an editorial in the Minneapolis Star Tribune, letters to the editor in reply to the editorial, and an opinion piece in the Duluth News Tribune.
